Scott Lilley, MBA, MSIS
Scott Lilley joined the Kentucky RHIO team, March 2018 as the Executive Director. Scott has more than 15 years of experience working in healthcare related fields, specifically in healthcare IT. He graduated from Morehead State University with degrees in Exercise Science (BA), Business Administration (MBA), Computer Information Systems (BAA, MSIS). Since Scott has been at Kentucky RHIO, he has applied and obtained numerous grants to improve rural healthcare practices and their patients, assisting them in the use of technology and connectivity to improve the health of their communities.
Fun Fact: Scott enjoys fishing, skate boarding, and spending time with his three boys.

Julie Stephens joined the Kentucky RHIO team, July 2015 as a Project Director.
Prior to Kentucky RHIO, Julie had 10 years of experience working with Rural Healthcare Professionals and Rural Healthcare Professional Students in the Northeast Kentucky region. She coordinated clinical rotations for all Rural Healthcare professional students to help them receive requirements and experiences needed for their professional career. She was also responsible for recruiting new clinical preceptors within northeast Kentucky.
Since Julie has been at Kentucky RHIO, she has worked on multiple grants as Project Director that has impacted numerous rural health facilities within the state of Kentucky. She works closely with other projects and grants Kentucky RHIO has had or currently awarded. Julie is also our expert consultant for Patient-Centered Medical Home (PCMH). She assists primary care professionals and facilities throughout Kentucky in gaining national recognition and yearly renewals.
Julie has served on many healthcare and community advisory boards throughout her career. She is passionate about improving healthcare and healthcare access. She has also earned certifications in Rural Health. She is a Certified Rural Health Billing Specialist (CBS-RH) and a Certified Rural Health Clinic Professional (CRHCP).
Fun Fact: Julie enjoys the outdoors, camping and kayaking. She enjoys spending time with her husband Jerry and their dogs. She also adores and spoils her Godchildren, Joe Bill and Neely, as much as possible.
LeAndre Knox, CPC
Rural Communities Opioid Response – Implementation Grant

LeAndre Knox is a lifelong resident of Eastern Kentucky. It is there she dedicates her time giving back not only to her community but surrounding communities. She is passionate about bringing change to rural areas especially in healthcare. She is the Project Director for Kentucky Opioid Community Healing Project (KOCH) with the Kentucky Rural Healthcare Information Organization (Kentucky RHIO). Currently, LeAndre is working to strengthen and expand substance and opioid use prevention while promoting treatment and recovery services in rural Kentucky counties. LeAndre has 23 years of healthcare experience in practice management, billing, coding, and Medical Assistance Treatment programs. LeAndre is a certified Professional Coder and Community Health Worker. She also has previous experience working with rural clinics on implementing quality metrics programs. She currently serves as a board member of the Kentucky Rural Health Association and co-chair of their Legislative Committee. She is also a member of the Powell County Harm Reduction Coalition Board, Estill County OD Taskforce, Healthy Communities Coalition, and Stanton Tourism and Commission Convention. She also served as the local chapter secretary for the American Academy of Professional Coders.
Fun Fact: She loves to hike, travel, and go on new adventures. She loves the beach but loves coming home to the mountains. She says she has an Appalachia heart with a Caribbean soul.
Alicia Bowman, CCHW
Rural Communities Opioid Response – Implementation Grant
Alicia Bowman joined Kentucky Rural Healthcare Information Organization; known as Kentucky RHIO, in November of 2020 as a Community Health Worker on the Kentucky Opioid Community Healing Project; also known as KOCH.
Prior to Kentucky RHIO, Alicia has 15 years of experience working within Rural Health Care Clinics through numerous roles. Her skills vary from receptionist, claims/billing, medical records, supply ordering, data entry, and notary.
Alicia attended Academy of Dental Assisting in Lexington KY for front office/receptionist and expanded duties dental assisting certification. Her experience includes working within general dentistry and oral surgery practices. She expanded her skills for Coronal Polishing at University of Louisville.
Alicia also helped to organize a school based dental program at the Berea Community School which was a very successful.
Since Alicia has been at Kentucky RHIO, she helped to create and disperse community resource booklets throughout the counties within the span of the KOCH grant. She works closely with Substance and Opioid Use Disorder patients collecting Data Analytics and providing resources to anyone who may need them.
Alicia is a member of Kentucky Rural Healthcare Legislative Committee, Powell County Harm Reduction, Montgomery County Healthy Communities and ASAP committee.
Fun Fact: Alicia enjoys spending time with her son and husband. Living close to the Red River Gorge they love being outdoors, camping, and hiking.
Felicia Bowling, CCHW
U.S. Department of Labor Workforce Opportunity for Rural Communities (WORC) Grant
Felicia joined Kentucky RHIO as a Community Health Worker on the Workforce Opportunity for Rural Communities (WORC) Project in 2022.
Prior to Kentucky RHIO, Felicia has worked in health care for over 10 years in various office and administration roles. She is a Certified Peer Support Specialist in the state of Kentucky and is passionate about empowering and working with people who have Substance and Opioid Use Disorders. Felicia will graduate with an Associate of Arts Degree in May of 2022 and will go on to pursue her Bachelor’s in Criminal Justice.
Fun Fact: Felicia can juggle. In her spare time, she enjoys reading, yard sale and thrift shopping with her husband Michael, watching Marvel movies with her son Maddox, and shopping with her daughter Becklyn.
Emily Clarke
Emily Clarke joined Kentucky Rural Healthcare Information Organization (KRHIO) in 2019 as an IT Network Technician. Just recently in early 2022, Emily was promoted to Director of IT. She specializes in assisting rural clinics with any IT related issues.
Prior to KRHIO, Emily worked at St. Claire Healthcare as an IT Helpdesk Analyst II and a BioMed/IT Liaison for 10 yrs. This is where she was able to put her degree to use and learn the ins and outs of the IT world and created long time relationships with clinicians and physicians.
Since being with KRHIO, Emily has been able to help transition clinic from a locally based Electronic Health Record (EHR) to a cloud based EHR, which in turn speeds up the workload for the providers allowing them to spend more time focusing on their patients.
Emily also has experience in setting up new servers for clinics as well installing new devices when they are needed. KRHIO covers 7 counties in rural eastern KY through grants that we receive.
Emily earned a Bachelor of Business degree in Computer Information Systems from Morehead State University.
Fun Fact: Emily is a certified EMT-B, 400hr certified Firefighter, and IFSAC qualified firefighter. Her father was a police officer and firefighter, so she followed in his footsteps.
Jared Sexton
Jared Sexton joined Kentucky RHIO in January 2022 as a Network IT Technician. Growing up in Eastern Kentucky, he discovered Information Technology was a passion of his at an early age. This drive led him to becoming an IT Tech at his local public library, where he also fell in love with reading. He has taken courses at Maysville Community and Technical College in the Network Administration track.
Fun Fact: In his spare time, he loves to read fantasy novels, go hiking, and spend time with his family.
