Scott Lilley, MBA, MSIS
Scott Lilley joined the Kentucky RHIO team, March 2018 as the Executive Director. Scott has more than 15 years of experience working in healthcare related fields, specifically in healthcare IT. He graduated from Morehead State University with degrees in Exercise Science (BA), Business Administration (MBA), Computer Information Systems (BAA, MSIS). Since Scott has been at Kentucky RHIO, he has applied and obtained numerous grants to improve rural healthcare practices and their patients, assisting them in the use of technology and connectivity to improve the health of their communities.
Fun Fact: Scott enjoys fishing, skate boarding, and spending time with his three boys.

Julie Stephens joined the Kentucky RHIO team, July 2015 as a Project Director.
Prior to Kentucky RHIO, Julie had 10 years of experience working with Rural Healthcare Professionals and Rural Healthcare Professional Students in the Northeast Kentucky region. She coordinated clinical rotations for all Rural Healthcare professional students to help them receive requirements and experiences needed for their professional career. She was also responsible for recruiting new clinical preceptors within northeast Kentucky.
Since Julie has been at Kentucky RHIO, she has worked on multiple grants as Project Director that has impacted numerous rural health facilities within the state of Kentucky. She works closely with other projects and grants Kentucky RHIO has had or currently awarded. Julie is also our expert consultant for Patient-Centered Medical Home (PCMH). She assists primary care professionals and facilities throughout Kentucky in gaining national recognition and yearly renewals.
Julie has served on many healthcare and community advisory boards throughout her career. She is passionate about improving healthcare and healthcare access. She is a Certified Rural Health Billing Specialist (RH-CBS), a Certified Rural Health Clinic Professional (CRHCP), a Certified Community Health Worker (CCHW), and a Certified Mental Health First Aid Instructor.
Fun Fact: Julie enjoys the outdoors, camping and kayaking. She enjoys spending time with her husband Jerry and their dog, Mia. She also adores and spoils her Godchildren, Joe Bill and Neely, as much as possible.
LeAndre Knox, CPC, CCHW, CRHCP

LeAndre Knox is a lifelong resident of Eastern Kentucky. It is there she dedicates her time giving back not only to her community but surrounding communities. She is passionate about bringing change to rural areas especially in healthcare. She is the Project Director for Kentucky Opioid Community Healing Project (KOCH) with the Kentucky Rural Healthcare Information Organization (Kentucky RHIO). Currently, LeAndre is working to strengthen and expand substance and opioid use prevention while promoting treatment and recovery services in rural Kentucky counties. LeAndre has 23 years of healthcare experience in practice management, billing, coding, and Medical Assistance Treatment programs. LeAndre is a certified Professional Coder and Community Health Worker. She also has previous experience working with rural clinics on implementing quality metrics programs. She currently serves as a board member of the Kentucky Rural Health Association and co-chair of their Legislative Committee. She is also a member of the Powell County Harm Reduction Coalition Board, Estill County OD Taskforce, Healthy Communities Coalition, and Stanton Tourism and Commission Convention. She also served as the local chapter secretary for the American Academy of Professional Coders.
Fun Fact: She loves to hike, travel, and go on new adventures. She loves the beach but loves coming home to the mountains. She says she has an Appalachia heart with a Caribbean soul.
Alicia Bowman, CCHW
Rural Communities Opioid Response – Implementation Grant
Alicia Bowman joined Kentucky RHIO, in November of 2020 as a Community Health Worker for the Kentucky Opioid Community Healing Project (KOCH).
Prior to Kentucky RHIO, Alicia has 15 years of experience working within Rural Health Care Clinics through numerous roles. Her skills vary from receptionist, claims/billing, medical records, supply ordering, data entry, and notary.
Alicia attended Academy of Dental Assisting in Lexington KY for front office/receptionist and expanded duties dental assisting certification. Her experience includes working within general dentistry and oral surgery practices. She expanded her skills for Coronal Polishing at University of Louisville.
Alicia also helped to organize a school based dental program at the Berea Community School which was very successful.
Since Alicia has been at Kentucky RHIO, she helped create and disperse community resource booklets and an electronic App throughout the counties within the span of the KOCH grant. She works closely with Substance and Opioid Use Disorder patients collecting Data Analytics and providing resources to anyone who may need them.
Alicia is a member of Kentucky Rural Health Association Legislative Committee, Powell County Harm Reduction, Montgomery County Healthy Communities and ASAP committee. She is also a Certified Moral Recognition Facilitator.
Fun Fact: Alicia enjoys spending time with her son and husband. Living close to the Red River Gorge they love being outdoors, camping, and hiking.
Felicia Bowling, APSS, CCHW

Felicia joined Kentucky RHIO as a Community Health Worker on the Workforce Opportunity for Rural Communities (WORC) Project in 2022.
Prior to Kentucky RHIO, Felicia has worked in health care for over 10 years in various office and administration roles. She is a Certified Community Health Worker, a Certified Adult Peer Support Specialist in the state of Kentucky, and a Certified Mental Health First Aid Instructor. She is currently pursuing her Bachelor’s Degree in Criminal Justice at Eastern Kentucky University. Felicia is passionate about empowering and working with people who have Substance and Opioid Use Disorders. .
Fun Fact: Felicia can juggle. In her spare time, she enjoys reading, yard sale and thrift shopping with her husband Michael, watching Marvel movies with her son, Maddox, and shopping with her daughter, Becklyn.
Taylor Barber, BAS
Taylor joined The Kentucky RHIO Team in 2023 as an IT Network Technician. Taylor graduated from Morehead State University with a Bachelor of Applied Science degree in Electronics and Computer Engineering Technology and is currently pursuing a myriad of certifications and courses to further his career. He previously worked as a Help Desk Assistant at Morehead State University’s IT Walk-in Support Center, where he learned skills that would prove invaluable for his career in the IT field. His first computer was a Compaq Presario 5070 running Windows 95 and he has harbored a lifelong fascination with technology since. In his spare time, Taylor enjoys spending time with family and friends, reading, and gaming.
Fun Fact: Taylor received time to use the Green Bank Radio Telescope in July 2013 with other students to search for pulsars.
Andrew Gevedon
Andrew joined The Kentucky RHIO Team in 2023 as an IT Network Technician. Having always been interested in Technology and Computers, Andrew went to Morehead State University and graduated with a bachelor’s degree in Computer Information Systems. He interned at the St. Claire Helpdesk while in college to gain valuable experience, then got hired on as a systems analyst. He learned a plethora of information about Servers, Software, hardware, Troubleshooting, Project management, and Healthcare IT issues and needs.
Fun fact: In his spare time he enjoys Kayaking, Music Festivals, Board Games, Reading, and being around my Family and Friends.
